THE CARE ACT
CARE Act — Child Care Assistance & Relief for Employers
Help for the Businesses Stepping Up for Working Parents
Childcare in Wisconsin now costs Fox Cities families an average of $17,400 a year for full-time infant care — more than a year of in-state college tuition.
That cost doesn't just fall on parents. Employers who want to help — by reimbursing part of what their workers pay for childcare — are often left to absorb that cost entirely on their own, with no support from the state for doing the right thing.
That's not sustainable, and it's not fair to the small businesses trying to keep good employees.
Reive's proposal is simple: create a state tax credit for employers who reimburse their employees' childcare costs. Small businesses can claim a credit equal to 50% of what they reimburse; larger employers can claim 40%. The credit is capped at $4,500 per child, up to three children per employee, per year — enough to make a real difference without an open-ended cost to the state. To keep it honest, the standard business deduction is reduced by the credit claimed, so employers get real relief, not two tax breaks on the same dollar.
This isn't a new government program, and it isn't a mandate. It's a targeted incentive — modeled on the same logic behind the federal employer childcare credit Congress expanded in 2025 — built to help Wisconsin businesses actually afford to offer the benefit, not just consider it.
