Wisconsin already gets a lot right on election administration — paper ballots statewide, public pre-election equipment testing, and a post-election audit required by law. The TRUST Act builds on that foundation with three targeted upgrades, not a rewrite of what's already working.

1. Smarter, Risk-Based Audits

Wisconsin's current post-election audit checks a flat 10% of reporting units and a handful of contests, regardless of how close any given race was. The TRUST Act moves to a risk-limiting audit model:

• Sample size scales to the margin of victory — closer races get audited more thoroughly, safe wins get a lighter check. This is more statistically rigorous than a flat percentage, not less.

• Audit coverage expands beyond the current handful of top-of-ticket contests to include down-ballot and local races, so no race is too small to verify.

2. Ballot-Count Reconciliation at Close

Before results leave any polling place, the numbers should visibly match:

• Each polling place reconciles and publicly posts total ballot counts at close — ballots issued, ballots cast, and ballots processed by the tabulator.

• This is basic bookkeeping, not a recount: it confirms the quantity is right before anyone looks at who won what.

3. A Clear Rule for When Something's Actually Wrong

Today, if an audit finds a discrepancy, the law leaves the next step vague. The TRUST Act closes that gap:

• If a risk-limiting audit finds a discrepancy beyond the expected statistical margin, that polling place's ballots for the affected race are hand-counted in full before certification.

• This targets a hand count at the specific place a problem actually showed up, instead of requiring one everywhere by default.

The Bottom Line

Wisconsin's clerks and poll workers already do this work well. The TRUST Act gives them a sharper, more statistically sound audit process, a simple public numbers-check at every polling place, and a clear rule for what happens if something doesn't add up — so confidence in the result doesn't depend on taking anyone's word for it.
