THE ROOTS ACT

The ROOTS Act — Returning Our Own Tax Dollars to States

Restore Local Control — Shared Revenue Reform

The people who know your neighborhood best are your neighbors — not politicians in Madison. Wisconsin's shared revenue system determines how much state money flows to local governments — but it also comes with strings attached. When the state controls the purse, local leaders are forced to answer to Madison instead of the people who actually elected them.

  • Restore Local Revenue Authority — Give municipalities greater flexibility to raise and spend their own revenue without requiring state approval

  • Modernize the Shared Revenue Formula — Update the outdated distribution formula to reflect current population and economic realities, not decades-old calculations that shortchange growing communities like the Fox Valley

  • End Unfunded Mandates — If Madison wants something done, Madison should pay for it
