The HOME Act — Halt Outside Market Entities
Homes Are for People — Not Wall Street
Single family homes, duplexes, triplexes, and four-plexes are residential properties — places where families live, where kids grow up, where communities are built. They are not financial instruments. When large corporations and venture capital firms buy them up in bulk, they remove homes from the ownership market, drive up rents, and price out the very families those homes were built for.
Reive will pursue two things:
Ban Institutional Investor and Private Equity Ownership of Residential Properties — No private equity firm, hedge fund, real estate investment trust (REIT), investment fund, or other entity that pools capital from third-party investors for the purpose of generating investment returns — nor any subsidiary or affiliate of such an entity — may purchase or hold ownership of residential properties of four units or fewer in Wisconsin. This definition targets institutional capital vehicles like Vanguard, BlackRock, and their subsidiaries. It does not apply to individual owners, family-held LLCs formed to hold personal or rental property, small local landlords, home builders holding inventory before sale, or nonprofit housing organizations, none of which pool outside investor capital for return.
Force Divestment of Existing Holdings — Institutional investors and private equity entities that already hold residential properties of four units or fewer in Wisconsin must divest those properties within two years, selling to individual owner-occupants rather than other institutional entities. Properties not divested within the window face escalating annual fees until sold.
This isn't radical — it's returning the housing market to what it was always meant to be: a place where Wisconsin families build wealth, not a place where Wall Street extracts it.
