The HOME Act — Halt Outside Market Entities
Homes Are for People — Not Wall Street
Single family homes, duplexes, triplexes, and four-plexes are residential properties — places where families live, where kids grow up, where communities are built. They are not financial instruments. When large corporations and venture capital firms buy them up in bulk, they remove homes from the ownership market, drive up rents, and price out the very families those homes were built for.
Reive will pursue two things:
Ban Corporate & Venture Capital Ownership of Residential Properties — No corporation, private equity firm, hedge fund, or venture capital entity may purchase or hold ownership of residential properties of four units or fewer in Wisconsin. The line between residential and commercial exists for a reason. Homeownership should be reserved for people — not portfolios.
Force Liquidation of Existing Corporate-Held Residential Properties — Corporations and investment entities that already own residential properties of four units or fewer in Wisconsin will be required to divest those properties within two years — selling to individual owner-occupants, not to other institutional investors. Properties not sold within the two-year window would face escalating annual fees until sold.
This isn't radical — it's returning the housing market to what it was always meant to be: a place where Wisconsin families build wealth, not a place where Wall Street extracts it.
